POULTRYINDONESIA, Jakarta<\/b> \u2013 Layer (egg-laying) chicken breeders from various regions, incorporated under the Puskop Gugus Ternak East Java, have questioned the effectiveness of the Food Task Force (Satgas Pangan) in monitoring purebred chicken egg prices at the breeder level. This question has arisen amid market conditions that are deemed to be worsening, while feed costs continue to rise and egg prices show no signs of recovery.<\/h6>\n
This scrutiny references a letter from the Head of the National Food Agency (Bapanas), Number 285\/TS.02.02\/K\/06\/2026, dated June 9, 2026, addressed to the Head of the National Police Food Task Force. In the letter, Bapanas requested the Food Task Force to monitor egg price developments at the breeder level and take enforcement action if prices were found to violate applicable regulations.<\/h6>\n
Bapanas emphasized that the Reference Purchase Price (HAP) for purebred chicken eggs at the producer level is set at IDR 26,500\/kg, while the reference selling price at the consumer level is IDR 30,000\/kg. This measure is part of national efforts to stabilize egg supply and prices.<\/h6>\n
However, nearly two weeks after the letter was issued, market conditions have reportedly failed to improve. Egg prices at the breeder level remain far below expectations, while production costs continue to escalate due to rising feed raw material prices.<\/h6>\n
The Chairperson of Puskop Gugus Ternak East Java, Yesi Yuni Astuti, stressed the need for an evaluation of the follow-up actions taken by the Food Task Force since the letter was issued.<\/h6>\n
“The letter from Bapanas very clearly requested monitoring of the egg HAP implementation. If the Food Task Force moves in accordance with the mandate of that letter, God willing, conditions could improve. But what we are experiencing on the ground is that the situation is actually getting worse. Therefore, we question the extent of the role that the Food Task Force has played,” Yesi said.<\/h6>\n
According to her, the problem faced by breeders today is not only low egg prices but also the mounting pressure of production costs.<\/h6>\n
“While egg prices have not lifted, feed prices keep rising. This condition severely burdens breeders, especially smallholder breeders whose financial resilience is limited,” she stated.<\/h6>\n
This anxiety was also one of the key points discussed during an audience between Puskop Gugus Ternak East Java and the East Java Province Livestock Office on June 18, 2026. In the meeting, breeders and the regional government agreed on several steps to improve poultry governance and safeguard the business continuity of smallholder breeders.<\/h6>\n
One crucial point agreed upon was the need to follow up on the Bapanas Head’s letter to the Food Task Force regarding the enforcement of the egg HAP at both producer and consumer levels to maintain price stability and protect breeders. In addition, the Food Task Force is urged to further optimize the regulation of egg price information dissemination.<\/h6>\n
The minutes of the audience also highlighted several other strategic proposals, including accelerating the distribution of SPHP (Supply and Price Stabilization) corn by Bulog to secure feed raw material availability, absorbing breeders’ eggs through the Free Nutritious Meal (MBG) Program, recalculating Grand Parent Stock (GPS) import requirements for layer chickens, and tasking Bulog with absorbing breeders’ eggs during oversupply periods.<\/h6>\n
Furthermore, meeting participants proposed monitoring the early culling (afkir dini) of layer chickens by large-scale operators as a production control instrument, the need for transparency in poultry governance, and stricter regulations to ensure that business expansions by large capital investors do not further suppress independent and smallholder breeders.<\/h6>\n
For industry players, these various recommendations demonstrate that current egg price issues cannot be resolved through market mechanisms alone. Concrete steps are required from all stakeholders, including the Food Task Force, to ensure that policies issued by the government are effectively implemented in the field.<\/h6>\n
“We are not asking for special treatment. We only hope that the regulations made by the government are implemented consistently. If monitoring works and market stabilization instruments are utilized, breeders still have hope of surviving,” Yesi concluded.<\/h6>\n
