POULTRYINDONESIA, JAKARTA<\/strong> \u2014 The recurring issue of egg and chicken prices shows that Indonesia\u2019s livestock sector problems are not merely about prices. Behind these fluctuations lies a more fundamental issue: how Indonesia manages production, supply, consumption, and the sustainability of livestock businesses within an integrated system.<\/h6>\n
In a written statement on Tuesday (11\/7), Kusnan, Chairman of the Indonesian People\u2019s Farmers Association (PERMINDO), said that the cycle of problems occurring over decades demonstrates the need for fundamental changes in the governance of Indonesia\u2019s livestock sector.<\/h6>\n
So far, the pattern faced by farmers has been almost identical: production increases, supply becomes excessive, prices fall, farmers suffer losses, protests take place, the government intervenes, meetings and coordination are held, intervention policies are introduced, prices temporarily recover, production rises again, and then the same problem returns.<\/h6>\n
\u201cIf this pattern continues to repeat itself for decades, then the problem is no longer simply about prices. There is a problem with the way the national livestock sector is managed,\u201d he said.<\/h6>\n
According to him, farmers do not want every problem to be addressed through another round of meetings or only after a crisis occurs. What is needed is a system capable of assessing production and market conditions well before problems escalate into a crisis. In this regard, the government must act as a manager, not merely as a firefighter.<\/h6>\n
The government needs a data-driven national livestock management system capable of providing accurate and up-to-date information on livestock populations, egg and meat production, national consumption, food program requirements such as MBG, feed prices and availability, chick prices, production capacity, producer and consumer price trends, as well as potential surpluses or deficits several months ahead.<\/h6>\n
With such a system, the government can take preventive measures before prices fall too sharply or supplies become insufficient. \u201cThe government must be present before farmers collapse, not after they collapse,\u201d he stressed.<\/h6>\n
Against the backdrop of these recurring problems, Heri Irawan, Secretary General of PERMINDO, is urging the government and the House of Representatives (DPR) to seriously discuss the establishment of a Ministry of Livestock of the Republic of Indonesia. According to him, the proposal is not simply about adding another layer of bureaucracy.<\/h6>\n
\u201cThis is not about adding another ministerial seat. It is about ensuring that there is a state institution that truly focuses on, and has the authority, budget, data, and responsibility to manage the national livestock sector sustainably,\u201d he said.<\/h6>\n
Heri noted that livestock is directly connected to food security, protein supply, public health, the rural economy, employment, inflation, the feed industry, the breeding industry, trade, and even national resilience. Therefore, its management requires an integrated upstream-to-downstream approach, with all links in the chain requiring consistent and sustainable national policy design.<\/h6>\n
Furthermore, he explained that a dedicated livestock ministry should not merely serve as an administrative institution. It should be capable of managing the balance between supply and demand<\/em>, ensuring the availability and affordability of production inputs, developing a national livestock data system, protecting the sustainability of smallholder farmers, strengthening cooperatives and farmer institutions, developing downstream processing, ensuring markets for livestock products, and maintaining a balance between producer and consumer prices.<\/h6>\n
\u201cIn this way, the government would no longer simply be a firefighter when prices collapse, but would become the architect of the national livestock ecosystem,\u201d he said.<\/h6>\n
Three Urgent Steps<\/strong><\/span><\/h6>\n
PERMINDO is calling on the government to take three key steps.<\/h6>\n
First<\/strong>, ensure that the government reference price (HAP) actually works at the farmer level. HAP must not remain merely a figure in regulations. The government must ensure that trade and procurement mechanisms provide producers with a fair price.<\/h6>\n
Second<\/strong>, establish a balance between national protein supply and demand. Meat and egg production must be aligned with public needs, including demand from MBG, to prevent surpluses that destroy prices or deficits that burden consumers.<\/h6>\n
Third<\/strong>, open serious discussions on the establishment of a Ministry of Livestock. Indonesia needs an institution specifically and sustainably responsible for managing livestock as a strategic national sector.<\/h6>\n
According to Heri, the actions taken by farmers in several production centers on August 10, 2026, should be viewed as a serious signal. Farmers do not actually want to keep taking to the streets. They want to remain on their farms, producing eggs and meat, paying workers, purchasing feed, fulfilling their business obligations, and earning reasonable profits.<\/h6>\n
\u201cFarmers do not want every problem to have to be resolved through demonstrations. They want the government to build a system that allows livestock businesses to operate normally and sustainably,\u201d he said.<\/h6>\n
He emphasized that smallholder farmers are not asking for special treatment. What they need is business certainty, fair prices, a healthy market, and consistent policies. The sustainability of farmers ultimately concerns more than just the livelihoods of business operators; it is directly linked to the sustainability of national protein production.<\/h6>\n
\u201cIf farmers continue to suffer losses, livestock populations may decline, investment may come to a halt, and production capacity may weaken. In the long term, this could undermine national protein security,\u201d Heri added.<\/h6>\n
Therefore, PERMINDO believes it is time for the state to take fundamental action. Indonesia needs an institution specifically responsible for the sustainability of the livestock sector, the welfare of smallholder farmers, and national protein security.<\/h6>\n
\u201cFrom PERMINDO\u2019s perspective, the Ministry of Livestock is not merely about establishing a new institution. More importantly, its establishment is expected to serve as the foundation for transforming livestock sector management: from firefighting to data-driven management, from crisis response to anticipation, and from sectoral policies to an integrated ecosystem,\u201d he concluded.<\/h6>\n
