POULTRYINDONESIA, Blitar<\/strong> \u2014 Layer chicken farmers in Blitar Regency, East Java, are urging the Minister of Agriculture to review Minister of Agriculture Regulation (Permentan) No. 10\/2024, particularly the provisions governing the distribution of Day Old Chick<\/em> (DOC) layer chickens.<\/h6>\n
They believe the current regulation still provides room for large-scale businesses to engage in layer chicken farming. Smallholder farmers hope that the entire DOC allocation for layer chicken farming can be returned to them.<\/h6>\n
Chairwoman of the Berkah Telur Blitar Cooperative, Yesi Yuni Astuti, said the aspiration was conveyed directly to the Minister of Agriculture during a meeting in Surabaya on August 11, 2026.<\/h6>\n
\u201cDuring the meeting, the Minister of Agriculture agreed that layer chicken farming should be fully returned to the people,\u201d Yesi said on Saturday (August 22).<\/h6>\n
The issue concerns Article 24 of Permentan 10\/2024, which regulates the distribution of final stock<\/em> (FS) DOC from integrated businesses and parent stock<\/em> (PS) breeding companies. Under the regulation, a minimum of 88% of DOC production is allocated to farmers, a maximum of 10% to independent businesses and cooperatives with a minimum housing capacity of 300,000 birds, and a maximum of 2% for the companies\u2019 own needs and\/or partner farmers to meet domestic demand.<\/span><\/h6>\n
According to Yesi, the scheme needs to be evaluated so that the position of smallholder farmers as the main players in the layer chicken industry can be better protected.<\/h6>\n
\u201cWe are asking for 100% of the DOC allocation to be returned to smallholder farmers,\u201d she said.<\/h6>\n
Yesi added that during the meeting with the Minister of Agriculture, an explanation was given that the 2% allocation for integrators was related to export needs. However, farmers questioned this justification because the provision in the regulation states that the allocation is intended to meet domestic demand.<\/h6>\n
Therefore, if the 2% allocation cannot yet be changed, farmers are asking the government to strengthen its oversight. They also want the government to clearly designate the party responsible for ensuring that DOC distribution does not exceed the stipulated limit.<\/h6>\n
In addition to stronger oversight, farmers have proposed that the revised regulation include strict sanctions for parties proven to have violated the distribution provisions. The proposed sanction is license revocation.<\/h6>\n
\u201cThe wording we want to add to the regulation is that anyone who violates the provisions will have their license revoked. He agreed and said he would invite us to Jakarta when the revision is signed,\u201d Yesi said.<\/h6>\n
Farmers are now awaiting follow-up action from the Ministry of Agriculture on the agreement. They hope the changes will be made directly through a revision of Permentan 10\/2024 so that they have clear legal force, rather than being included only in technical implementation guidelines (juklak<\/em>).<\/span><\/h6>\n
For Blitar farmers, such certainty is important to ensure that DOC distribution regulations not only govern quota allocation but also provide effective protection for the sustainability of smallholder farmers\u2019 businesses.<\/h6>\n
